Plaintiffs are owners of unimproved acreage subject to ad valorem taxation by defendants City of Lancaster and Lancaster Independent School District. They sued for an injunction and mandamus to restrain the City and School District from putting into effect a tax plan raising the value of unimproved acreage without a corresponding revaluation of other property.
