This appeal is from an order entered at the conclusion of plaintiff-appellant's case denying recovery in a suit for breach of contract. The question is whether appellant may recover from the District of Columbia any part or all of an amount claimed for consultation services rendered to the Office of Community Renewal (OCR) even though there was no prior underlying formal, written contract.
