Appellant, the Metropolitan Government of Nashville and Davidson County, filed suit seeking a declaratory judgment that T.C.A. §§ 2-1315, 2-1324 and 2-1325 are unconstitutional and in violation of Article 2, Section 29, and Article 11, Section 9, of the Tennessee Constitution.
