E. D. Richardson instituted this suit to set aside an order of the Pasadena Civil Service Commission indefinitely suspending and permanently dismissing him from the Pasadena Police Department. The sole ground for dismissal was insubordination based on Richardson's refusal to submit to a polygraph examination. The trial court upheld the Commission's order and the court of civil appeals affirmed. 500 S.W.2d 175
