CLARK, J.

A state employee, on behalf of himself and others, and the California State Employees' Association petition for peremptory writ of mandate compelling California officials to prepare a payroll and to pay wage increases in accordance with the California Budget Act of 1973. (Stats. 1973, ch. 129.) (1) We issued an alternative writ.1
