The basic facts herein are sufficiently detailed in the opinion of the original panel which heard the case and need not be restated. In its opinion, the original panel affirmed the District Court's finding that the appellee Williams, formerly a school principal employed by the appellant school district, had "suffered racial discrimination in his demotion from principal to assistant principal in the appellant school system
