In Associated Press v. NLRB, 160 U. S.App.D.C. ___, 492 F.2d 662 (1974), we endorsed the Labor Board's Spielberg doctrine. The latter decision established the principle that the Board may, in appropriate cases, decline to entertain an unfair labor practice complaint arising from a dispute which has already been arbitrated.
