This cause is submitted on the pleadings, depositions, interrogatories and answers, and stipulation of facts filed in said cause.

The complaint charges that the Defendant, Governor George C. Wallace of the State of Alabama, has discriminated against Negroes in appointments to Boards and Commissions set up under Alabama law and prays for a declaratory judgment that the said Defendant Governor excludes blacks from service...
