This case involves a housing project undertaken by a private developer with a commitment by the Department of Housing and Urban Development (HUD) to provide a mortgage guarantee and an interest grant. The district court, finding that the project was "likely to be found to be a major federal action" significantly affecting the environment, enjoined HUD from giving any assistance until an environmental impact statement is prepared.
