WISDOM, Circuit Judge:

George Orr was severely injured while working on electrical power lines on a federal installation in Florida. He brought suit against the United States under the Federal Tort Claims Act, 28 U.S.C. §§ 2671-2680, and the Government in turn filed a third party claim against the contractor and the subcontractor, Orr's employer.
