Petitioner was arrested March 2, 1973 by Officer J. M. Harrow of the Madison Township Police Department on the charge of operating a motor vehicle while under the influence of alcohol. He was taken to the Madison Township Police Station where the arresting officer requested him to submit to a chemical test for the purpose of determining the alcoholic content of his blood.
