Pursuant to 18 U.S.C. § 3401, Wayne C. Fleming, the appellant, waived his right to be tried before a judge of the district court and consented to a trial before a United States Magistrate for the Western District of Oklahoma. He was convicted on an indictment charging violation of 18 U.S.C. § 1701 (obstruction of mails).
