The case before the court arises from a decision adverse to plaintiff by the Corps of Engineers Board of Contract Appeals.1 Plaintiff, Kaminer Construction Corporation, a corporation organized under the laws of the State of Georgia, seeks relief under sections 1 and 2 of the Wunderlich Act.2
