Appellant sells to creditors and debt-collection agencies certain forms used to trace allegedly delinquent debtors ("skip-tracer forms") and to induce them to pay their debts ("payment demand" forms). The Federal Trade Commission's order of February 5, 1968, required appellant (1) to cease and desist from certain deceptive and misleading practices with respect to the appearance and content of these forms and (2) to file a report of compliance...
