Appellant, a cable TV operator, allegedly violated certain rules promulgated by the Federal Communications Commission to control the expansion of cable TV operations.1 Prior to 1966 appellant provided cable service to Wilkes-Barre, Pennsylvania, and its suburb Hanover Township.2 In early 1966 the FCC's rules were changed so that cable service of the kind involved here could not be expanded...
