This case arises out of a labor dispute. Veith had been employed as a teacher by the defendant school district since the 1961-1962 school year. He was a member of the bargaining union represented by the Fort Atkinson Education Association, Inc. (FEA). Negotiations for the 1969-1970 collectivebargaining contract between FEA and the board of education of the school district began on November 27, 1968, but were not concluded until July, 1969.
