This case grew out of the cancellation by the defendant of contract No. 01-50 between the defendant and the plaintiff, a Canadian corporation. Under the contract, the plaintiff was to construct for the Forest Service of the Department of Agriculture 3.15 miles of Portage Bay Road No. 6316 in the North Tongass National Forest, Alaska.
