NEWMAN, District Judge.

This is a suit for declaratory and injunctive relief to block construction of a highway for failure to prepare an environmental impact statement (E.I.S.) as required by the National Environmental Policy Act (NEPA). 42 U.S.C. § 4321 et seq. The highway is a 31-mile, four-lane limited access expressway to replace U. S. Route 7 from Norwalk to New Milford, and perhaps eventually on to the Massachusetts line...
