Neath, the then members of the Board of County Commissioners of Medina County, Ohio, for damages to property of the plaintiff-owners for alleged failure and neglect in properly maintaining and operating sewage treatment plants and permitting sewage to be discharged into natural water courses so as to flow onto plaintiffs' premises thereby depriving them...
