The plaintiffs, 23 mailhandlers employed by the United States Postal Service in the St. Louis, Missouri area, filed this complaint against the members of the Civil Service Commission and the Postmaster General seeking the right to compete for 29 new jobs classified as Postal Field Service-6 (PFS-6), sack sorting machine operators. These new positions were created by an administrative decision of the Post Office to upgrade and mechanize the postal operation...
