This is an appeal from a judgment of the United States District Court for the District of Connecticut, dismissing appellants' complaint for injunctive and declaratory relief under 28 U.S.C. § 1343 and 42 U.S.C. § 1983 (1970). Appellants claim that Connecticut violated their constitutional rights by refusing, although they claimed indigency, to provide them with free transcripts of their probable cause hearings in order to assist them...
