Petitioner seeks a writ of prohibition to restrain respondent court from taking further proceedings in criminal actions charging him with violating Los Angeles County Ordinance 5860, section 3211 which prohibits the operation of a bookstore without first securing a license from the Los Angeles County Public Welfare Commission.
