Petitioner was struck by an automobile bearing license plates issued to another vehicle. The driver was arrested for, among other things, driving an unregistered car, and subsequently "jumped bail." There is nothing in the record to establish what the facts are in respect of identity of the owner of the vehicle and whether permission had been granted to the operator to drive, nor what investigation, if any, had been made in this regard.
