Plaintiffs appeal from a summary judgment dismissing their complaint against Pierce County.

The operative facts are that Christina Litts suffered severely disabling injuries in a 2-car accident at the intersection of two roads maintained by Pierce County. She (through her guardian) and her parents sued Guy Ramirez, the driver of the vehicle in which she was riding as a passenger. Subsequently, upon the receipt of $15,000 from her driver's liability...
