Clarence M. Boyd was employed by the Police Department of the City of Santa Ana in 1949. On April 7, 1969, when he was classified as a police sergeant, his employment was terminated. Boyd requested a hearing before the personnel board of the city, and the board after a hearing upheld the termination.
