The central issue on this appeal involves the construction of sec. 66.05 (1) (a), Stats.1 As applied to the facts that section provides that an inspector of buildings may order an owner to raze his building which in the inspector's judgment is so old, dilapidated, or has become so out of repair as to be dangerous, unsafe, insanitary or otherwise unfit for human habitation, occupancy, or use and so that it would be unreasonable...
