We do not find a violation of any constitutional rights of plaintiff in Action No. 2. He was not denied a permit to operate a vehicle but was allowed a permit only for necessary use of his vehicle. The record discloses that there were other adequate alternative methods of reaching various localities in the geographic areas involved.
