In December, 1966, appellant, by resolution of its Board of Supervisors, classified petitioners and court reporters in the County Court in the title "Court Reporter I" and classified court reporters in the Surrogate's and Family Courts in the title "Court Reporter". However in the same resolution, appellants placed petitioners in Salary Grade 20, while it placed the court reporters...
