Final order dated January 3, 1969 modified, on the law, by increasing the rate of interest from 4% to 6% per annum in the two places it appears in the second decretal paragraph thereof. As so modified, final order affirmed (Matter of City of New York [Manhattan Civic Center Area-Boehm], 27 N.Y.2d 518). Order dated February 3, 1969, affirmed.
