We affirm the judgment of the Appellate Division substantially for the reasons expressed in its opinion reported at 109 N.J.Super. 186 (1970). However, we deem it necessary to add the following comments. The Appellate Division held that the New Jersey Division of Workmen's Compensation never had jurisdiction to make an award for an injury incurred by a seaman on a vessel...
