Defendant-appellant seeks relief from a consent judgment enjoining him from future violations of the anti-fraud provisions of the Securities Exchange Act of 1934, 15 U.S.C. § 78j(b), and Rule 10b-5 promulgated thereunder by plaintiff-appellee Securities and Exchange Commission. See 17 CFR § 240.10b-5.
