This is an appeal from a dismissal of a complaint filed by appellant in the United States District Court for the Eastern District of Kentucky. The complaint was brought under the Civil Rights Acts, 28 U.S.C. § 1343 (1964) and 42 U.S.C. §§ 1983 and 1985 (1964).
