Appellant was convicted on three counts of a four count indictment on charges of possessing, forging, uttering, and publishing stolen mail matter (tax refund check). This appeal arises from the District Court's denial of appellant's motion to quash the indictment. Appellant now contends that there was an inordinate delay between the date of the alleged offense and the time he was informed of the charges...
