HILL, Circuit Judge.

In 1967, appellee, Hines, entered a plea of nolo contendere to a violation of 18 U.S.C. § 1952, in that he had used the mails to promote an illegal gambling business. Upon this plea, the trial court placed him on probation for three years and assessed a fine in the amount of $10,000 against him.
