When this court sits in review of orders of administrative agencies, it must be fully cognizant of the limits of its authority. We are, therefore, aware of the teaching of Universal Camera Corp. v. NLRB, 340 U.S. 474, 71 S.Ct. 456, 95 L.Ed.2d 456 (1951), which states that where an agency's decision finds substantial support in the record of proceedings, this court may not interpose its power to overturn that decision...
