This is a civil action arising under the Civil Rights Act of 1866, Title 42, U. S. Code, Section 1982. The court has heretofore granted a temporary restraining order against the defendants and has conducted an evidentiary hearing on the plaintiffs' motion for a preliminary injunction. Upon the evidence adduced at that hearing, the court makes the following determination:
