In the first, plaintiff alleges that defendant breached its contract with plaintiff by delaying plaintiff's performance of a contract to build a new facility at the National Institutes of Health in Bethesda, Maryland. In the second cause of action, plaintiff alleges that the General Services Administration Board of Contract Appeals decision, which denied plaintiff's request for additional time extensions...
