The plaintiffs instituted this class action against the Department of Social Services of the State of Iowa, hereinafter referred to as "the Department," and Maurice A. Harmon, Commissioner of said Department, for declaratory and injunctive relief. James N. Gillman subsequently replaced Maurice A. Harmon as Commissioner, and is substituted for him pursuant to Rule 25(d), Fed.R.Civ. P. Plaintiffs seek a declaration...
