After exhausting state remedies, appellant, Michael Edward Shone, petitioned the district court for a writ of habeas corpus alleging that he was confined in the Men's Correctional Center, South Windham, Maine, (hereinafter "Correctional Center"), in violation of the due process and equal protection provisions of the 14th Amendment to the Federal Constitution.
