RUBIN, District Judge:

Star Towing Company, Inc. (Star) seeks to recover expenses it incurred on March 22, 23, and 24, 1966 in preventing the barge ORG-6504 (owned by Orgulf Transport Company (Orgulf)) from sinking. Additionally, Star claims 20% of the value of the barge and its cargo1 as salvage.
