Following administrative hearings, the Department of Alcoholic Beverage Control, hereinafter referred to as the "Department," adopted the findings and recommendation of the hearing officer and issued its order revoking the on-sale liquor license of Ivery L. Bryant. The licensee appealed to the Alcoholic Beverage Control Appeals Board, hereinafter called the "Board."
