In our opinion, the factual reasons set forth in the learned Special Term's written decision adequately support the conclusion that Local Law Intro. No. 3-1968, as a weighted voting proposal, fails to observe the appropriate constitutional requirements in that it does not provide for the necessary substantial equality of representation.
