At the time of his death on August 8, 1965 Carl Haley, Sr., a resident of the City of St. Louis, was a federal employee covered in the amount of $6,000 by a group life insurance policy which the Metropolitan Life Insurance Company had issued to the United States Civil Service Commission pursuant to the Federal Employees Group Life Insurance Act, 5 U.S.C.A. § 8701 et seq.
