The appellant-defendant, Pacific Indemnity Company, is appealing from entry of summary judgment in favor of appellee-plaintiff, Pinellas County.

Pinellas County, desiring insurance for monies and securities, published a legal advertisement advising insurance agents and companies that it would accept sealed bids for said insurance on February 21, 1967.
