In 1964 the Town of Belleville adopted an ordinance which required that most local retail trades and services be licensed annually to do business in the community. The ordinance contemplated that an application for license could be denied (1) where the applicant failed to satisfy the Town's zoning ordinance, sanitary code, building code or fire prevention code or (2) where the applicant's character, background or demeanor were such as to lead the Town...
