This is an appeal from summary judgments dismissing appellant's third-party claims against the United States. Appellant Murray owns a building which he leased to the United States. Alice Johnson, a government employee, was injured in a falling elevator in the building and received benefits under the Federal Employees' Compensation Act (FECA).1 In addition she sued Murray for his negligence as the owner.
