For some years prior to the middle of 1964, plaintiff Paul W. Burkett, a veteran, was employed by various units of the Department of Defense; at that time he was a Supervisory Industrial Engineer (GS 14) in the Headquarters of the Army Weapons Command at the Rock Island Arsenal. He was removed on September 1, 1964, for making malicious statements against his immediate superior (R. L. Milne) with the intent to harm or destroy the latter's reputation,...
