This is an original proceeding under Amendment No. 7 of the Constitution of Arkansas in which the petitioner, Virgil T. Fletcher, questions the sufficiency of a petition to refer Act 306 of 1967, entitled "The Arkansas Dairy Industry Stabilization Act." Petitioner asserts four separate points upon which he relies.
