On September 19, 1967 Petitioner, proceeding under Ark.Stat.Ann. § 66-4806 (Repl.1966), made an application to Respondent asking to be appointed receiver to liquidate Old American Life Insurance Company, and to declare Old American insolvent. Old American was ordered to show cause, hearings were accordingly held, Respondent declined to grant the application, but set December 1st, 1967 for another hearing...
