On December 10, 1964, the plaintiff, Frances Bischoff, was discharged from her job as an administrative assistant in the water department of the city by order of the city mayor. At that time Mrs. Bischoff was a member of the union. The local union was the exclusive bargaining agent for city employees in several city departments, including the water department.
